ANKARA, November 1, 2026 — Turkey has appointed Muhsin Atci as chairman of the Capital Markets Board (SPK), the country’s financial markets regulator, according to a decision published in the Official Gazette on Sunday.
The same decision named Ersin Başar Ekmekci as deputy chairman. The appointments place new leadership at the institution responsible for overseeing capital markets, investment services and public companies in Turkey.
The Capital Markets Board plays a central role in investor protection and market supervision. Its responsibilities include regulating securities offerings, monitoring market conduct and enforcing rules designed to support transparent and orderly trading.
The leadership change comes as Turkey’s financial sector faces scrutiny following a major investment-fund crisis. Regulators have ordered the liquidation of numerous funds after concerns emerged about redemption requests, asset valuations and alleged market manipulation.
The crisis has raised questions about governance, risk controls and the ability of investors to access their savings. The regulator’s next steps will be watched closely by market participants seeking clarity on supervision and the handling of affected funds.
Atci’s appointment therefore comes at a significant moment for confidence in Turkey’s capital markets. Investors and financial institutions will look for consistent enforcement, clearer disclosure and effective safeguards against misconduct.
