ANKARA, November 1, 2026 — Turkey has appointed Muhsin Atci as chairman of the Capital Markets Board (SPK), the country’s securities regulator, in a decision published in the Official Gazette on Sunday.
The same decision named Ersin Başar Ekmekci as deputy chairman. The appointments come at a sensitive moment for Turkey’s capital markets, following a series of investigations into suspected manipulation and irregularities involving investment funds.
Reuters reported the appointments on Sunday, citing the presidential decision. The Capital Markets Board oversees securities markets, investment funds and market intermediaries, and plays a central role in protecting investors and maintaining confidence in the financial system.
The regulator has faced increased public attention after authorities ordered the liquidation of dozens of investment funds whose managers were unable to meet redemption requests. The episode has affected hundreds of thousands of investors and prompted investigations into suspicious transactions.
In a separate development, police detained Borsa Istanbul General Manager Korkmaz Enes Ergun on Saturday as part of a prosecutor-led investigation into capital-market transactions. Anadolu Agency reported that he was suspected of bribery and membership in an organisation established to commit crimes; the allegations have not been proven in court.
The new leadership will therefore inherit pressure to strengthen supervision, ensure transparent liquidation procedures and provide investors with clear information about their assets. The regulator’s decisions will be closely watched by domestic savers and international market participants.
Market confidence will depend not only on enforcement actions but also on due process, predictable regulation and effective safeguards against conflicts of interest. Authorities have not yet announced a detailed policy programme from the incoming leadership.
