European Union leaders concluded four days of negotiations on 21 July 2020 with agreement on a €750 billion recovery fund linked to the bloc’s long-term budget.
Grants and loans
The recovery instrument combined €390 billion in grants with €360 billion in loans, financed through common EU borrowing. Funds were designed to support economies hit by the pandemic while encouraging investment in digitalization and the green transition.
Difficult compromise
Member states argued over the balance between grants and loans, budget rebates and oversight of national spending plans. The final compromise required governance mechanisms while preserving a substantial solidarity component.
Historic significance
Large-scale common borrowing marked an important development in European fiscal cooperation. The agreement sought to prevent uneven recoveries from widening economic and political divisions inside the Union.
