The European Union plans to use the COP31 climate summit in Turkey next month to push for a package of measures aimed at accelerating reductions in greenhouse-gas emissions, according to a Reuters report published on 12 October.

A draft EU document proposes turning countries’ existing national climate pledges into practical action and extending the United Nations mitigation work programme through 2040.

The programme, due to expire this year, provides a forum for governments to discuss emissions reductions and identify areas where stronger action is possible.

The EU also wants countries to respond to scientific assessments warning that the world is on track to miss the Paris Agreement goal of limiting global warming to 1.5 degrees Celsius.

European officials say they intend to prioritise cooperation and implementation rather than public confrontation at the negotiations.

However, the EU’s stated lack of scope for new climate-finance commitments could create tensions with developing countries seeking more support for adaptation and the transition away from fossil fuels.
