US envoys Steve Witkoff and Jared Kushner held talks with Ukrainian President Volodymyr Zelenskyy in Kyiv on 6 September, days after meeting Russian President Vladimir Putin in Moscow. The visit was their first to the Ukrainian capital and formed part of a renewed American effort to restart direct negotiations.

No breakthrough, but talks continue

Both sides described the Kyiv meeting as substantive. US officials said ideas raised in Moscow could help create conditions for further talks, although no agreement was announced. Zelenskyy said decisions on territory and security must be addressed at leadership level and with Ukraine directly involved.

The negotiations come as Russia’s full-scale invasion approaches another winter. Ukraine is seeking additional air-defence systems, including Patriot interceptors, as well as energy assistance and stronger guarantees against future attacks. European security advisers joined parts of the Kyiv discussion, reflecting Ukraine’s insistence that Europe have a role in any settlement.

Fighting continues

Diplomacy has not halted combat. Russian and Ukrainian forces continued attacks on military and infrastructure targets, even as a limited pause reduced strikes on the two capitals during the envoys’ travel. Ukraine also reported operations against Russian oil-processing facilities intended to raise the economic cost of the war.

Unresolved questions

The central obstacles remain control of occupied territory, the sequencing of a ceasefire, enforceable security guarantees and sanctions. Previous US-mediated contacts produced prisoner exchanges and narrower arrangements but not a durable political settlement. Any new round will be judged on whether it includes clear monitoring, civilian protections and meaningful participation by Ukraine.
