The visit comes while Myanmar remains engulfed in conflict following the 2021 coup. ASEAN has limited the junta’s participation in top-level meetings because its peace commitments have not been implemented.

Vietnam’s engagement reflects the region’s difficult balance between maintaining diplomatic channels and avoiding legitimacy for military rule. Humanitarian access, political prisoners and violence against civilians remain central concerns. The practical outcome will depend on whether talks produce measurable steps rather than ceremonial cooperation.
