The United States and the Taliban signed an agreement in Doha on 29 February 2020 intended to create a path toward the withdrawal of foreign forces and negotiations over Afghanistan’s political future.

Terms of the agreement

The accord established a timetable for reducing and ultimately withdrawing US and allied troops, subject to Taliban security commitments. The Taliban pledged that Afghan territory would not be used by groups threatening the United States or its partners.

An uncertain peace process

The agreement anticipated talks among Afghans and confidence-building measures, including prisoner releases. Afghanistan’s government was not a direct signatory, leaving difficult questions about political representation, constitutional rights and enforcement for later negotiations.

Why it mattered

The signing marked a major diplomatic turn after almost two decades of war. Yet the accord depended on sustained compliance, reduced violence and an inclusive Afghan process—conditions that remained uncertain from the outset.
