The United States is working with Turkey, Israel and Syria on arrangements intended to prevent military incidents, a US envoy said on 18 August.

Managing overlapping security operations

The initiative reflects the danger created when several armed forces operate in or near the same airspace and territory with different objectives. A deconfliction channel does not resolve political disputes; it establishes communications and procedures to lower the chance that an encounter escalates by mistake.

For Turkey, the talks intersect with border security and its role in Syria. Israel’s security operations and the Syrian authorities’ sovereignty concerns add further complexity. Clear notification rules and reliable contacts would be necessary for any mechanism to work.
